Ireland requests replay of FIFA World Cup play-off with France

The Football Association of Ireland (FAI), Irish Minister for Sport, Taoiseach and Facebook social network groups are requesting a replay of the controversial FIFA World Cup play-off between Ireland and France in the interests of Fair Play. The FAI lodged an appeal with FIFA and also contacted the French Football Federation (FFF), it appears FAI hopes FFF may agree that a replay is fair play. Most Irish anger has been directed at FIFA, although French captain Thierry Henry has admitted handling the ball.

FAI has argued that there is a strong precedent; in 2005 where FIFA invalidated the result of a FIFA World Cup qualification match between Uzbekistan and Bahrain on the basis of a technical error by the match referee. However, Law 5 of the Laws of the Game state that: “The decisions of the referee regarding facts connected with play, including whether or not a goal is scored and the result of the match, are final.” and a source at Fifa headquarters in Switzerland said that “there is no way the game can be replayed”. The generic concept of fair play is a fundamental part of the game of football and the Fair Play Campaign was conceived largely as an indirect result of the 1986 FIFA World Cup in Mexico, when the handball goal by Diego Maradona.

The referee Martin Hansson and (referee’s assistants) Stefan Wittberg and Fredrik Nilsson were unable to see the incident but didn’t ask Thierry Henry if he handled the ball. Its hoped the mistake won’t cost the Swedish referee’s a place in South Africa. FIFA’s Fair play policy is playing by the rules, using common sense and respecting fellow players, referees, opponents and fans. The French union representing the nation’s gym teachers declared outrage at what it called “indisputable cheating.”

Minister for Sport Martin Cullen wrote to FIFA president Sepp Blatter urging him to call a rematch in the interests of fair play. Taoiseach Brian Cowen raised the issue with French president Nicolas Sarkozy on the fringes of last night’s EU summit. French Prime minister François Fillon said “neither the French government nor the Irish Government should interfere in the functioning of the international federation”.

The Green Party of Canada to elect new leader

The Green Party of Canada will elect a new leader today. The new leader will replace Jim Harris, who stepped down after holding the position since 2003.

The candidates are:

May and Chernushenko, have emerged as frontrunners of the leadership race.

“We draw pretty much equally from across the entire political spectrum,” Jim Harris told CBC News. “If you were a Progressive Conservative, as I was, where do you go? The Green party supports Kyoto. We were opposed to the war in Iraq and yet at the same time we’re fiscally responsible. This is something that’s attractive to people.”

The Green party didn’t get any member elected in the January 23 general election, but the party did get about 4.5 per cent of the vote, enough to secure $1 million a year in federal funding.Chernushenko, an environmental consultant in Ottawa, got the most votes of any Green candidate.

Most Green party members have already cast their ballots by mail for the next leader.

May says that “her national profile and background as an adviser to the environment minister during Conservative Brian Mulroney‘s government are important for getting more Canadians interested in the party”. May referred to tackling climate change, urging electoral reform and ending Canada’s military mission in Afghanistan.

“I don’t really understand yet what she stands for. It’s a lot of rhetoric,” Globe and Mail columnist Jane Taber told CTV Newsnet.

“We will elect MPs by continuing to gain the trust and confidence of Canadians, and by reaching out to Canadians outside of our traditional base of support,” said Chernushenko. Chernushenko said the party should parachute star candidates into key ridings.

“Chernushenko sees a need for government regulation but wants to involve the private sector a bit more, and that’s consistent with Jim Harris’s ideas,” said Jonathan Malloy, political science professor at Ottawa’s Carleton University.

Jim Fannon, who spoke casually to the audience about his talents as a mediator, capable of bridging political gaps between the Greens, Liberals, Conservatives and New Democrats. Chernushenko says though he may not always be able to “wow” a crowd, he remains a strong communicator and team player. “I can’t do the rah-rah motivational thing, like Jim (Harris) did an incredible job at, but I can go very deep on complex issues and explain them in plain language,” he said Friday.

Josh Matlow of Earth Roots said: “Elizabeth May is someone I would want to lock myself to a tree with; David Chernushenko is someone I would want to discuss policy with; and Jim Fannon is someone I would go for a beer with”.

Political analysts consider May, a veteran envirnomental activist but also a newcomer to the party, to be the strong favourite to win the race against party stalwart Chernushenko.

The legislation was attached by Rep. Bill Frist to the Port Security bill.

Many of the public companies that offer online gambling have been quick to react and give their outlooks on the legislature. Party Gaming and 888 among others have said that they will shut down all U.S. operations if President Bush signs the bill into law. This sent online gambling stocks tumbling with Party Gaming leading the way with a 55% decrease in market value.

The people involved are awaiting to see what happens over the next few weeks.

BBC spends £3.4m on sell-off

Newspaper The Guardian reports today that the sale of the BBC subsidiary BBC Resources Ltd., has cost £3.4m in consultancy fees — over £1m more than the £2.3m trading profit the commercial division is estimated to have made for the last financial year. Details of the failed privatisation were released by the BBC following a freedom of information request, and prior to publication of its annual report on July 8.

Fourteen months after advisers were appointed to try to sell BBC Resources Ltd., only one of the three main business units has been sold — its Outside Broadcast division to Satellite Information Services Limited (SIS), for an estimated £20m. On March 7, 2008 it was also announced that the studios operation would remain in BBC ownership and in early June, the fate of the third business was put on hold with the BBC stating that “like Studios, Post Production will remain within BBC Resources, which will continue to operate as a wholly-owned commercial subsidiary of the BBC.”

BBC Resources Ltd. made an operating profit of £6.1m for 2005-06, down from £7.4m the year before, with the BBC accounting for 83.3% of its turnover, down from 87.4% for 2004-05. Last year’s published figure for 2006-07 was £5.2 million — with BBC business at 80% of turnover.

BECTU Assistant General Secretary Luke Crawley is quoted as saying: “It’s fairly outrageous that around half the profit of the company [announced last year] has been spent trying to sell it. It’s an inordinate amount of money. The BBC was promised big returns if it sold BBC Resources but it’s only managed to sell outside broadcasts and we do not know how much it made out of that. We think the £3.4m is a poor investment.”

Disposal of fracking wastewater poses potential environmental problems

A recent study by the United States Geological Survey (USGS) shows that the oil and gas industry are creating earthquakes. New information from the Midwest region of the United States points out that these man-made earthquakes are happening more frequently than expected. While more frequent earthquakes are less of a problem for regions like the Midwest, a geology professor from the University of Southern Indiana, Dr. Paul K. Doss, believes the disposal of wastewater from the hydraulic fracturing (or “fracking”) process used in extracting oil and gas has the possibility to pose potential problems for groundwater.

“We are taking this fluid that has a whole host of chemicals in it that are useful for fracking and putting it back into the Earth,” Doss said. “From a purely seismic perspective these are not big earthquakes that are going to cause damage or initiate, as far as we know, any larger kinds of earthquakes activity for Midwest. [The issue] is a water quality issue in terms of the ground water resources that we use.”

Hydraulic fracturing, or fracking, is a technique used by the oil and gas industries which inject highly pressurized water down into the Earth’s crust to break rock and extract natural gas. Most of the fluids used for fracking are proprietary, so information about what chemicals are used in the various fluids are unknown to the public and to create a competitive edge.

Last Monday four researchers from the University of New Brunswick released an editorial that sheds light on the potential risks that the current wastewater disposal system could have on the province’s water resources. The researchers share the concern that Dr. Doss has and have come out to say that they believe fracking should be stopped in the province until there is an environ­mentally safe way to dispose the waste wastewater.

“If groundwater becomes contamin­ated, it takes years to decades to try to clean up an aquifer system,” University of New Brunswick professor Tom Al said.

While the USGS group which conducted the study says it is unclear how the earthquake rates may be related to oil and gas production, they’ve made the correlation between the disposal of wastewater used in fracking and the recent upsurge in earthquakes. Because of the recent information surfacing that shows this connection between the disposal process and earthquakes, individual states in the United States are now passing laws regarding disposal wells.

The problem is that we have never, as a human society, engineered a hole to go four miles down in the Earth’s crust that we have complete confidence that it won’t leak.

And that’s the concern because there’s no assurance that some of these unknown chemical cocktails won’t escape before it gets down to where they are trying to get rid of them.”

It was said in the study released by the New Brunswick University professors that if fracking wastewater would contaminate groundwater, that current conventional water treatment would not be sufficient enough to remove the high concentration of chemicals used in fracking. The researchers did find that the wastewater could be recycled, can also be disposed of at proper sites or even pumped further underground into saline aquifers.

The New Brunswick professors have come to the conclusion that current fracking methods used by companies, which use the water, should be replaced with carbon diox­ide or liquefied propane gas.

“You eliminate all the water-related issues that we’re raising, and that peo­ple have raised in general across North America,” Al said.

In New Brunswick liquefied propane gas has been used successfully in fracking some wells, but according to water specialist with the province’s Natural Resources De­partment Annie Daigle, it may not be the go-to solution for New Brunswick due its geological makeup.

“It has been used successfully by Corridor Resources here in New Bruns­wick for lower volume hydraulic frac­turing operations, but it is still a fairly new technology,” Daigle said.

The United States Environmental Protection Agency (EPA) is working with U.S. states to come up with guidelines to manage seismic risks due to wastewater. Under the Safe Drinking Water Act, the EPA is the organization that also deals with the policies for wells.

Oil wells, which are under regulation, pump out salt water known as brine, and after brine is pumped out of the ground it’s disposed of by being pumped back into the ground. The difference between pumping brine and the high pressurized fracking fluid back in the ground is the volume that it is disposed of.

“Brine has never caused this kind of earthquake activity,” Doss said. “[The whole oil and gas industry] has developed around the removal of natural gas by fracking techniques and has outpaced regulatory development. The regulation is tied to the ‘the run-of-the-mill’ disposal of waste, in other words the rush to produce this gas has occurred before regulatory agencies have had the opportunity to respond.”

According to the USGS study, the increase in injecting wastewater into the ground may explain the sixfold increase of earthquakes in the central part of the United States from 2000 – 2011. USGS researchers also found that in decades prior to 2000 seismic events that happened in the midsection of the U.S. averaged 21 annually, in 2009 it spiked to 50 and in 2011 seismic events hit 134.

“The incredible volumes and intense disposal of fracking fluids in concentrated areas is what’s new,” Doss said. “There is not a body of regulation in place to manage the how these fluids are disposed of.”

The study by the USGS was presented at the annual meeting of the Seismological Society of America on April 18, 2012.

This is one of the first studies directly comparing the costs of surgery in Canada and the United States and it reinforces the view of Dr. Mark Eisenberg, head of cardiovascular epidemiology at Jewish General Hospital in Montreal; “The conventional wisdom is that health care is much more expensive in the U.S. and the conventional wisdom is right.” by finding that Canada’s socialized system is far more cost efficient than the U.S. model.

The cost of medications used to treat bypass patients were as much as 68 percent greater in the U.S. than in Canada and the cost of a surgical bed was 36 percent greater in the U.S.. In Canada, nursing accounted for 44 percent of the treatment costs, compared with 21 percent in the U.S. and patients stayed longer in hospital following surgery in Canada.
